The IRI has published a Technical Bulletin in the form of a FAQ explaining how the new Waste Permit Collection Regulations, and more specifically the new system of Prior Annual Notification, impact on RAC contractors. It is available for download here. The EPA has also published a flier giving a summary of the key points. 01/06/08 New Waste Permit and Waste Collection Regulations
On the 1st June 2008, the Waste Management (Collection Permit) Regulations 2007 and Waste Management (Facility Permit and Registration) Regulations 2007 came into force. Contractors can now submit Prior Annual Notification to the EPA which will allow them to collect and transport waste refrigerant gases from site themselves and to deliver these to authorised facilities, i.e. suitably licensed refrigerant wholesalers or waste operators. The Environmental Protection Agency has published a Standard Form for Prior Annual Notifications. This form is now available on the EPA website, together with a Guidance Manual on the Waste Collection Permit Regulations. Visit http://www.ozone.ie
The EPA has made it clear that the collection and transport of waste, returned or recovered refrigerants by operators is in breach of the Waste Collection Permit Regulations, unless a Prior Annual Notification has been submitted to the EPA, as per the Regulations. These requirements will be actively enforced by the EPA.
